Update on proposed changes to Hazardous Substances (Importers and Manufacturers) Notice 2015

  • We’ll be covering the proposed changes to the Importers and Manufacturers Notice including:

    • the requirement for the importers and manufacturers of certain chemicals to report on the quantities they have imported or manufactured

    • requiring all importers and manufacturers to provide their NZBN, HSNO approval number and/or title of the group standard for their hazardous substances

    • requiring manufacturers of explosives to provide the same level of information as required for imported explosives

    • providing for the possibility to issue multi-shipment import certificates for approved explosives.

What’s next for CLP and GHS?

The classification, labelling and packaging of substances and mixtures (CLP) Regulation is a cornerstone of EU chemical legislation. Together with the UN’s Globally Harmonized System of the classification and labelling of chemicals (GHS), they are fundamental components of global chemicals management. 

2023 has been a landmark year with the introduction of new hazard classes to the CLP. Meanwhile for GHS, several key global jurisdictions have consulted on new standards or transitioned to revised editions this year.

The last week has seen further actions by the European Commission to implement emissions limits. After six years of discussion, a restriction on formaldehyde and its releasers has been announced. This latest REACH restriction completed on 14 July and has been largely welcomed by industry operators. Meanwhile, on the other side of the globe, New Zealand’s EPA has set dates to action a ban on four antifouling paints. With such widespread and varied regulatory changes happening in quick succession, staying on top of the latest rules and restrictions is vital for international businesses. Further dedication to increase sustainability and tackle emissions was also agreed by European ministers in Budapest earlier this month. The World Health Organization’s (WHO) seventh European regional ministerial conference saw ministers make a non-binding declaration that will influence WHO emissions and environmental priorities for the next five years.
